STREATOR — Streator department heads have asked for $15.4 million in general fund spending next year, about $1.95 million more than the city expects to take in, according to the city's draft 2027 budget.

The City Council's Committee of the Whole will discuss the draft Wednesday, Nov. 4\. No vote to adopt the budget is scheduled.

Projected revenue, $13.4 million, is nearly unchanged from this year's budget, while requested spending is up 14.6%.

The figures are department requests and remain subject to revision before the council adopts a budget.

About a third of the increase comes from a requested $650,000 transfer to the city's grant fund, which budgets $2.09 million for city facility improvements.

Property tax revenue is budgeted flat until the council sets the 2026 tax levy, and group insurance costs are projected to rise 13%, a staff summary says.

The largest department requests include these.

- The Fire Department, which now includes emergency medical services, requests $4.19 million, up from $3.92 million. That includes $200,000 for vehicles and equipment.
- The Police Department requests $4.29 million, up from $4.01 million. That includes $148,000 for two vehicles.
- Public Works requests $2.02 million, up from $1.57 million. That includes $150,000 to replace a grader with a tracked skid steer and attachments.
- Community Development, which now includes code enforcement, requests $865,000, up from $690,000\. That includes $200,000 for demolitions and $270,000 for consulting.

The city ended 2025 with about $5.2 million in unassigned general fund balance, money not set aside for a specific purpose, according to its most recent audit.

That figure is from the end of last year and does not reflect 2026 spending. The audit's general fund also includes accounts the draft budget presents separately.

The sewer fund separately projects $5 million in grants for sanitary and storm sewer work in 2027.

The council adopted this year's budget Dec. 9, 2025\. Wednesday's meeting starts at 7 p.m. at City Hall, 204 S. Bloomington St.
