Tornado Recovery Leads Council Agenda
The Streator City Council will meet at 7 p.m. Wednesday, June 17, in City Council Chambers at 204 S. Bloomington St.
Storm response update
The agenda includes a presentation from City Manager Yates McLaughlin and Fire Chief Bryan Park regarding the June 11 storm event, along with a resolution issuing an emergency declaration related to the multi-vortex tornado that affected the city.
According to the council packet, the emergency declaration states that the tornado and strong winds caused extensive damage to public and private property, infrastructure and utilities, created hazardous conditions and displaced residents. The declaration names Gary Bird as the city’s disaster coordinator and directs him to move forward with emergency response efforts.
The declaration is set to expire June 18 unless extended.
Golf cart rules
The council also is expected to consider an ordinance regulating low-speed and non-highway vehicles, including golf carts, on certain city streets. If approved, the program would take effect July 1.
Under the proposal, permit fees would be $150 for Streator residents and $200 for non-residents. The vehicles would be allowed on city streets with posted speed limits of 35 mph or less, but would not be allowed on Illinois Route 18 or Illinois Route 23. Crossings of state routes would be limited to specific locations and conditions.
City staff has prepared vehicle certification stickers and is working to integrate the permit process into the city’s BS&A payment system. The city also plans to provide applicants with information about approved routes, certificate requirements and operating rules.
Cruise Night street closures
Council members also will consider a resolution related to Cruise Night, scheduled for Saturday, Sept. 5. The Streator Dream Machines car club plans to host its annual car show and cruise night from 9 a.m. to 9 p.m. on and around Main Street.
The car show is scheduled from 9 a.m. to 5 p.m., followed by cruise night from 5 to 9 p.m.
The city is seeking an IDOT permit for temporary closures and lane reductions on portions of Illinois Routes 18 and 23. Main Street would be closed from Illinois Street to Park Street from 9 a.m. to 9 p.m. The right lane of Park Street would be closed from Bridge Street to Hickory Street during the same time. The left lane of Bridge Street would be closed from 5 to 9 p.m.
Anderson Fields clubhouse fee
Another item on the agenda would increase the rental fee for the Anderson Fields clubhouse. The current rental fee is $25 per event. Staff is recommending a new fee of $200, including a $50 refundable security deposit.
According to the packet, the clubhouse is underutilized but well-maintained, with recent updates to carpeting and furnishings. Staff noted the space could be used for smaller events such as birthday parties, baby showers, graduation parties, retirement parties and business meetings. The clubhouse generated $325 in 2024 and $400 in 2023.
Fire department equipment and repairs
The fire department is seeking approval to purchase an MX908 mass spectrometer from 908 Devices for hazardous materials response. The total cost is listed at $81,086.95, with the city responsible for a 5% share of $4,054.35 through a FEMA Assistance to Firefighters Grant. The city would pay upfront and be reimbursed through the grant.
The department also is asking the council to award a $21,900 contract to T.J. Masley Construction for repairs at the fire training center at 300 W. 10th St. The work includes removing and replacing drywall along the lowest two feet of the building, repainting and reinstalling a shower unit related to frozen pipe damage from last winter. Staff expects the cost to be submitted to insurance.
Surplus city properties
The council also will consider advertising three city-owned properties for public bid: 412 Colorado Ave., 508 E. Livingston St. and 1203 S. Bloomington St. Staff identified the properties as surplus and not needed for municipal infrastructure, operations or public service purposes.
Spring Lake Road work
Another resolution would award a $44,452.05 contract to Pavement Maintenance Inc. of Henry for the Spring Lake Road sealcoat project. The work is part of the 2026 General Revenue Street Program and would cover the stretch from Spring Lake Nature Park north to just beyond the railroad bridge, about 1,825 feet. Staff expects the project to be completed before Sept. 1.
Other agenda items
Other agenda items include the annual oath for the City Council to serve as the Streator Liquor Advisory Board, reappointments to the Streator Library Board of Trustees and a consent agenda that includes a fund warrant total of $745,180.83, May financial reports, meeting minutes and permission for the Tourism Committee to host Movies in the City Park 2026.
